This is one of the classic Friesian Corts, which is quite common in the Pacific Northwest in the cool and moist Spruce and Hemlock forests. The distinct white, flocculose velar bend on the cap margin makes it similar to other Telamonia species from the conifer forests, but it can most easily be confused  with Cortinarius evernius and Cortinarius imbutus. The major macro differentiating point is that this species can have a rather glutinous cap with slight striations at the margin, while both evernius and imbutus have a more waxy appearance.  A quick look at the spores separates them easily.
